Christian Gonzalez, managing partner, has been involved in state politics and government for nearly a decade having worked for Governor Hutchinson and Attorney General Leslie Rutledge in different front facing government relations roles.

He has spent his career consulting, lobbying, providing legislative affairs, policy advising, public affairs, or campaign management. Christian has worked numerous general assembly sessions. As a registered lobbyist, he represents clients in telecommunications, technology, trade associations, ballot issues, regulatory industries, education, energy, agriculture and campaign management.

Christian has served on several professional boards, task forces, and ex officio roles on different foundations on behalf of the Arkansas Governor.

With over a decade of experience representing multi-state healthcare organizations, multinational energy companies, and financial institutions, Winston B. Collier is an attorney, consultant, and speaker specializing in government relations, communications strategy, and general counsel-level advisory services.

Winston regularly speaks to business leaders and medical groups and is frequently invited to lead high-level strategy sessions, issue-based meetings, and keynote engagements at conferences and summits. His presentations are known for inspiring teams and driving organizational impact.

He serves on the board of directors for an Arkansas-based bank and has led multiple political and judicial campaigns while advising corporations on effective government relations strategies. He was elected to the Arkansas Bar Association’s House of Delegates and has been recognized by state and local publications for his leadership in both law and community service.

Winston earned his undergraduate degree from the University of Mississippi, where he was inducted into the Hall of Fame in 2003. He received his Juris Doctor from the University of Arkansas and completed the International Law Program at Downing College, Cambridge University. He is licensed to practice in Arkansas, Mississippi and Washington, DC. He has litigated extensively in state and federal courts across the country.

Isaac Foley is a Chief Political Consultant with GC Advisors. He is a registered lobbyist and leads the firms political consulting practice area where he advises candidates and political organizations at every level of government.

Teddy Stewart serves as Chief Legal Counsel to GC Advisors through his separate law practice, Capitol Law Firm. In this role, he provides legal, regulatory, and public policy counsel to support the firm’s government affairs and strategic consulting work.

Prior to founding Capitol Law Firm, Teddy served as Senior Advisor to Arkansas Governor Sarah Huckabee Sanders and held numerous leadership roles in state government and public policy. His experience spans government affairs, administrative law, regulatory matters, economic development, and strategic counsel.

Capitol Law Firm and GC Advisors are independent businesses that frequently collaborate to provide clients with comprehensive government affairs and legal solutions. Each firm maintains separate client engagements, confidentiality obligations, and professional responsibilities, allowing clients to access both firms’ expertise while preserving appropriate independence when needed.

Charlie Spakes brings more than a decade of experience in Arkansas state government. Most notably, Charlie served as a legislative and policy leader under Governor Asa Hutchinson.

He exited the Governor’s office to take on the role of Chief Executive Officer of the Arkansas Retail Association, representing retailers and small businesses at the Arkansas State Capitol. In this role, he led the organization’s advocacy efforts on issues impacting employers, consumers, and statewide economic development.
Most recently, Spakes worked in corporate government affairs with Black Hills Energy, where he represented the company on legislative and regulatory matters before the Arkansas General Assembly and key state agencies.

Charlie currently serves on the Arkansas Pollution Control & Ecology Commission following his appointment by Governor Sarah Huckabee Sanders. He lives in Bentonville and works regularly in both Northwest Arkansas and Little Rock.
